Toys with Date Rape Drug

Aqua Dots glue turns into date rape drug if digested. Yeah there was a recall. What's the connection to all the other toy recalls? China. Is this intentional? How is it that in the People's Republic of China, with a building by building internal spy network, they are letting these things happen?
